Requirements
- No fetch provider for /v3/browse — the seam already has a registerFetchProvider role behind the web_fetch tool and needs no new field, so a web_fetch call reaches whichever other provider is composed rather than Web IQ's own extraction and its liveCrawl=fallback retry path.
- A request for more than 50 results is capped without a signal — Web IQ's own maximum is 50, and truncated reports seam-side dropping rather than a provider limit, so a caller asking for more receives at most 50 with nothing marking the difference.
