- A new "Optimize" button is added to the right side of the toolbar in the sending bar (disabled when the input is empty, with breathing animation during optimization); during the waiting period, the panel displays the current stage (waiting for model response/analyzing diagnosis/outputting optimization draft) and elapsed seconds in real time, and the total time is displayed on the model badge after completion.

Requirements
- dsh-settings API compatibility layer: The settings API has been rewritten in line 0.1.2 (the independent function installSettingsSection has been removed and replaced with the installSection method of the ctx.settings service).
- 16+ automatically dispatches based on capability detection at runtime: if a new API exists, use the new interface, otherwise inline equivalent implementation (register+watch+uninstall fallback), and fall back to the combination layer configuration when the settings service is overall absent.
