• The server enforces this table too.
• Pending approvals are never grouped — they stay at the top, across all backends.
• This writes into someone else's config (/.dsh/profiles), so the question has to be asked somewhere you can actually answer it
• The UI alone isn't enougha phone holding a cached page from before the upgrade doesn't know the new backend's capabilities and will draw the entry points anyway.
