The actual state of the patches at running is exposed by the batts field in stats.get: active (effective installed)/ retial (achieved upstream)/ effective (environmentally missing or characteristic drifting)/ off (configuration closed).

Requirements
- BackfillOnBoot's decoding code is executed simultaneously on the plugin level (although chunkSize is clogged), super-sized files may still freeze the cycle of events for a short time, so they will be closed by default and will need to be opened manually when necessary.
